
KY 676 (East-West Connector) Bridge Replacement Project

The Kentucky Transportation Cabinet is proposing to replace the Julian M. Carroll Bridge on KY 676 (East – West Connector) at the crossing of the Kentucky River and KY 1263 (Big Eddy Road). Built in 1979, this bridge serves as a key detour route for I-64 closures, especially for commercial traffic not subjected to weight restrictions. This project will address the bridge’s deteriorating condition and improve safety, while minimizing impacts to the traveling public and environment.
During construction, travelers should expect phased lanes, temporary closures, a detour route for KY 1263, and brief interruptions of river traffic. On the west side of the river, a staging area may be placed near the public boat ramp, which will remain open. To minimize impacts to Capitol View Park, construction on the east side will remain within existing KYTC right-of-way. Some trails will be temporarily closed during construction, but a new permanent trail connection is proposed to support two-way bike traffic.
